1. 貴州省織金洞風(fēng)景名勝區(qū)管理局的《貴州省織金洞燈光改造項(xiàng)目》，已由主管部門(mén)批準(zhǔn)建設(shè)?，F(xiàn)決定對(duì)該項(xiàng)目的設(shè)計(jì)及施工進(jìn)行公開(kāi)招標(biāo)，擇優(yōu)選定承包人。

2. 招標(biāo)工程項(xiàng)目基本情況：

2.1工程建設(shè)地點(diǎn): 織金縣官寨鄉(xiāng)織金洞內(nèi)

2.2招標(biāo)工程項(xiàng)目的情況:

2.2.1 規(guī)模：洞內(nèi)現(xiàn)開(kāi)放景區(qū)（長(zhǎng)約3.8km）輸配電系統(tǒng)、燈光景觀(guān)系統(tǒng)及控制系統(tǒng)改造。

2.2.2 要求：

2.2.2.1 燈光色彩以白、藍(lán)、黃為主，宜強(qiáng)則強(qiáng)、宜弱則弱、避免眩光，動(dòng)態(tài)和靜態(tài)效果相結(jié)合，景觀(guān)體現(xiàn)自然。電器設(shè)備防護(hù)等級(jí)應(yīng)適應(yīng)嚴(yán)重潮濕環(huán)境，光源節(jié)能、環(huán)保、長(zhǎng)壽。

2.2.2.2 運(yùn)行控制系統(tǒng)的景觀(guān)燈、步道燈分段控制，具有先進(jìn)的電子控制系統(tǒng)和機(jī)械控制系統(tǒng)，燈具線(xiàn)路隱蔽。

2.2.2.3 設(shè)計(jì)應(yīng)具有創(chuàng)新、節(jié)能、環(huán)保、安全、可行性，系統(tǒng)便于維護(hù)管理。燈光效果應(yīng)達(dá)到世界先進(jìn)水平。

2.3計(jì)劃總投資額及資金來(lái)源：計(jì)劃總投資額為1500萬(wàn)元左右，資金來(lái)源為國(guó)家專(zhuān)項(xiàng)資金及業(yè)主自籌。

2.4計(jì)劃開(kāi)工日期：2010年2月1日，工期：120日歷天。

2.5質(zhì)量要求符合國(guó)家《工程施工質(zhì)量驗(yàn)收規(guī)范》標(biāo)準(zhǔn)。

3. 招標(biāo)范圍：洞內(nèi)現(xiàn)開(kāi)放景區(qū)（長(zhǎng)約3.8km）輸配電系統(tǒng)（含防雷）、照明及燈光景觀(guān)系統(tǒng)、控制系統(tǒng)改造項(xiàng)目的設(shè)計(jì)（含三維動(dòng)畫(huà)方案、效果圖及施工圖設(shè)計(jì)）及施工(設(shè)計(jì)施工總包)。

4. 凡具備承擔(dān)本招標(biāo)項(xiàng)目的能力并具備規(guī)定的資格條件的設(shè)計(jì)及施工企業(yè)，均可對(duì)本招標(biāo)項(xiàng)目向招標(biāo)人提出投標(biāo)申請(qǐng)。

5. 投標(biāo)人須是同時(shí)具備建設(shè)行政主管部門(mén)核發(fā)的照明工程設(shè)計(jì)專(zhuān)項(xiàng)甲級(jí)或建筑工程設(shè)計(jì)甲級(jí)設(shè)計(jì)資質(zhì)、機(jī)電安裝工程施工總承包二級(jí)或城市及道路照明工程專(zhuān)業(yè)承包企業(yè)二級(jí)及以上資質(zhì)的法人或其他組織。

境外企業(yè)須持有建設(shè)行政主管部門(mén)頒發(fā)的《外國(guó)企業(yè)承包工程資質(zhì)證》。

6. 投標(biāo)報(bào)名

6.1 投標(biāo)報(bào)名時(shí)間為2010年 1月12日14: 30—17: 30。

6.2報(bào)名地點(diǎn)：貴州省畢節(jié)建設(shè)工程交易中心（貴州省畢節(jié)市天河路）。

6.3報(bào)名應(yīng)提交資料：1、企業(yè)資質(zhì)證書(shū)副本原件；2、營(yíng)業(yè)執(zhí)照副本原件；3、安全生產(chǎn)許可證副本原件； 4、法定代表人身份證明或授權(quán)委托書(shū)原件；5、單位介紹信（被介紹人必須是被委托人）。報(bào)名時(shí)驗(yàn)原件同時(shí)提交上述資料的一份復(fù)印件（加蓋法人公章及法定代表人印章）。

6.4投標(biāo)人在投標(biāo)報(bào)名時(shí)間內(nèi)，可在報(bào)名地點(diǎn)購(gòu)買(mǎi)招標(biāo)文件，每本招標(biāo)文件售價(jià)為人名幣貳仟元整。

7. 投標(biāo)文件必須經(jīng)密封后，在2010年2月22日10時(shí)前送達(dá)招標(biāo)人（委托招標(biāo)的，送達(dá)招標(biāo)代理機(jī)構(gòu)）。不符合規(guī)定的或遲到的投標(biāo)文件將被拒絕。

Bidding Announcement

1.      The “Lighting Renovation Project of Zhijin Cave of Guizhou Province” carried out by the Administration Bureau of Zhijin Cave National Scenic Area is approved to start construction by relevant competent authorities. This Announcement is for inviting public bidding for the design and construction of the above-mentioned project, as well as selecting excellent contractors.

2.      Basic information of the bidding project:

2.1  Project location: inside Zhijin Cave of Guanzhai Township in Zhijin County

2.2  Information of the bidding project:

2.2.1  Project scale: renovation for power transmission & distribution system, landscape lighting system and monitoring system of the open scenic region (with a length of about 3.8km) inside the Cave.

2.2.2  Requirements:

2.2.2.1  Colors of lights mainly include white, blue and yellow, adhering to the principle of “apply properly intensive lights according to various situations”. Light shall be not dazzling through combination of dynamic and static effects, showing a natural scenery. Lighting devices shall be damp-proof, corrosion-resistant, lightning-protecting, energy-saving and environmental-friendly.

2.2.2.2  Landscape light and footlights on promenade shall be under sectional control by advanced electronic control system and machine control system. Wires for lighting devices shall be concealed.

2.2.2.3  The design shall embody properties of innovativeness, energy-conservation, safety and flexibility. The whole system shall be easily maintained and managed. Lighting effects shall be up to the world advanced standard.

   2. 3 Total planned investment & sources of funds: the total investment is planned to be around 15 million Yuan from both national special funds and proprietor’s self-raised funds

   2.4 Proposed commencement date: February 1^st, 2010; project duration: one hundred and twenty (120) calendar days.

   2.5 Project quality shall conform to the “Code for Acceptance of Construction Quality of Engineering”.

3. Bidding Extension: designing (including 3-D animation schemes) and construction (design & construction general contracting) for power transmission & distribution system, landscape lighting system and electric control system(Including Lightning protection) of the current open scenic region (with a length of about 3.8km) in the Cave.

4. Design and construction enterprises which has capacity for undertaking this project and possesses the stipulated qualifications can submit a bidding application to the bid invitation party of this project.

5. Bidders must be legal person or other organizations that have acquired both the National A-grade Design Qualification for Special Illuminating Engineering released by Construction Administrative Department and general contracting qualification class-2 of electromechanical equipment installation engineering (or specialist contracting qualification class-2 of urban and road lighting engineering).

Foreign Bidders must have the Qualification for contracting for construction projects released by Construction Administrative Department of  The People's Republic of China.

6. Bid entry

6.1 Entry time for bid: 14:30-17:30, January  12 , 2010.

6.2 Application location: Bijie Construction Engineering Trading Center of Guizhou Province (Tianhe Road, Bijie City, Guizhou Province)

6.3 Application documents: 1. original duplicate of Qualification Certificate; 2. original duplicate of Business License; 3. original duplicate of Licence of Safe Production; 4. original identity certificates of legal representative or power of attorney; 5. introduction letter of the unit (person who is introduced must be the attorney). Applied bidders must provide copies of the above-mentioned documents (affixed with the official seal of legal person and legal representative) simultaneously when the original ones are verified for the application.

6.4 Bidders can purchase bidding documents at the application registration location within the valid application duration. Each bidding document sells for Renminbi two thousand Yuan.

7. Bid documents must be sealed and delivered to the bid invitation party (or bidding agency in case in authorized bidding) by 10:00，February 22，2010. Bid documents that do not in conformity with the preｓｃｒｉｐｔions or fail to deliver within the given time will not be accepted.
